if you are 100% sure the preamp tubes you are putting in the V2 are working in other amps with no problems then sounds to me as if you may have a bad solder joint, you can fix this yourself if your good with a soldering iron, if you do open the amp remember even when off and unplugged it still holds lethal voltage that can kill you so be careful if you open it up.  while in there look for loose wire or other bad solder joints, that should fix the V2 problem

as for no OD channel break out the digital multi meter and start checking OD side of the circuit first place i would check is the OD channel switch makeing sure it has a good connection

or if you dont feel comfortable opening amp than would be better to call randall and get it to a tech
